Jack tells Renee that Tony and Galvez are cohorts and was suspected in Larry’s demise. Tony gives compensation to Galvez for the container, but declines to hand it over and points a gun at Tony. He wants to know who the buyer is, but is subdued by Tony and gets killed. Tony has a meeting with the lady who pretended as Hodges’ advocate and they organize a videoteleconference with the collaborators.

The mysterious collaborators disclose that their intention was to employ the bio-weapon after a period of 6 months, when they expect the nation would be in shambles and they could take control. Recognising their chance to execute the plan forthwith mostly because Hodges got sidetracked, they resolved to employ the final container to initiate a further assault on the United States and lay blame on a Muslim extremist outfit. Hodges becomes stable and negotiates an agreement with the government, though objected by Olivia. As goodwill measure, Hodges discloses to Jack on the impostor and the shadow-conspiracy. Special CTU-servers are sanctioned by the President and Chloe is empowered to administer the system. In the meantime, Tony takes a Muslim as hostage for their campaign as Jack shows symptoms of dementia.
